Replacing an old fuse board
Older fuse boards often use wire fuses and have no RCD protection. A modern consumer unit adds RCBO protection to each circuit and surge protection. Before the new unit goes in, the circuits are tested, because a new board can reveal existing faults the old one didn't detect.
